Program Description

The Bachelor of Public Administrative Sciences and Management at the University of Saint Joseph Mbarara is an interdisciplinary undergraduate programme designed to prepare competent, ethical, and effective professionals for leadership and administrative roles in the public sector and related institutions. The programme provides students with a strong foundation in public administration, management, governance, public policy, economics, law, and organizational leadership.

Students are exposed to both theoretical and practical aspects of public administration, including public financial management, human resource management, strategic planning, public sector ethics, decentralization, development administration, and service delivery. Learning is supported through lectures, case studies, fieldwork, internships, and a final year project, enabling students to apply knowledge to real-world governance and administrative challenges.

Graduates of the programme acquire critical skills in policy analysis, public sector management, leadership, communication, research, and decision-making. They are trained to manage public institutions efficiently, promote transparency and accountability, and contribute to effective governance and sustainable development.

Upon completion, graduates are well-prepared for careers in government ministries, local governments, public agencies, NGOs, international organizations, and development institutions. Career opportunities include roles such as public administrator, administrative officer, policy analyst, human resource officer, project manager, community development officer, and public sector consultant. The programme also provides a solid foundation for further studies and professional growth in public administration, management, and governance-related fields.

Applicants must have obtained at least two (2) Principal Passes at Advanced Level (A-Level) and at least five (5) passes at Ordinary Level (O-Level) obtained in one sitting, or their equivalent.
